Summary of Wisconsin 2001/2002 Driver Education Programs


The Year In Review - 2001/2002 Wisconsin Driver Education Snapshots

The information presented is from data reported by school districts on their respective Driver Education Program Applications (PI-1709) submitted for the summer of 2001 and school year 2001-02. Data presented is based on total number of individual school programs, not strictly by school districts. Wisconsin has 379 total districts that include high schools. 90% of these school districts offer driver education to students.

Please Note: The following report does not include any Milwaukee school district programs. Milwaukee school district has 18 regular high schools with eight offering some phase of driver education. In addition, the Milwaukee recreation department is conducting classroom and behind-the-wheel (BTW) instruction for interested students. A Milwaukee school district summary is available upon request.

PROGRAM OFFERINGS:
341 districts offered driver education programs (353 programs).
  • 38 districts did not offer any driver education (46 high schools).
  • 40 districts offered driver education during the summer only (40 programs).
  • 87 districts offered driver education during the school year only (89 programs).
  • 214 districts offered driver education during both the summer and school year (224 programs).

PROGRAM PROVIDERS:
The vast majority of the 353 public high school programs are offered through, and taught by teachers employed by the school district. There are districts, however, that have opted to contract for driver education services (equipment and/or instruction) through a Cooperative Educational Service Agency (CESA) or a Wisconsin Technical College System (WTCS). School districts in Wisconsin have the authority to contract with a CESA or a WTCS and maintain eligibility for driver education categorical aids.

Based upon review of 2001-02 Program Data and how driver education is offered:
  • 295 programs offer instruction and street lab through the high school (HS).
  • 5 programs offer classroom instruction at the HS and the CESA is doing the street lab instruction.
  • 30 programs contract with a CESA for both classroom and street lab instruction.
  • 14 programs are conducted entirely through a WTCS.
  • 4 programs offer driver education services through local district recreation departments.
  • 4 programs offer classroom instruction at the HS or recreation department and do not offer any street lab instruction.
  • 1 program offers classroom instruction with the CESA and street lab at the HS

CREDIT AWARDED FOR LOCAL HIGH SCHOOL GRADUATION:

  • 165 programs offer no credit towards HS graduation for classroom phase (of these programs, 102 are programs that run during both summer & school year; 34 are school year-only programs, and 29 are summer-only programs).
  • 119 programs award 1/4 credit for classroom (78 are both school year & summer, 36 are school year-only, and 5 are summer-only programs).
  • 66 programs award 1/2 credit for classroom (43 programs are both school year & summer, 17 are school year only programs, and 6 are summer-only programs).
  • 3 programs award 1/3 credit for classroom (1 is both school year & summer, 2 are school year-only programs).

STATUS OF INSTRUCTION (required or elective):

  • 49 programs require classroom instruction for graduation (7 do not offer any credit, 42 provide some credit).
  • 11 programs indicated that laboratory instruction is also required as graduation requirement (2 of these programs award no credit for driver education classroom).

INSTRUCTOR SUMMARIES:

A total of 732 different individuals instructed in Wisconsin public high school driver education program in 2001-02.
  • 682 are listed as employed by public school districts.
  • 35 are listed as being employed by a WTCS.
  • 35 are listed as being employed by a CESA.
  • 86 teach for more than one school district. (20 are listed as employed by a combination of SD, CESA or WTCS.)

Local school districts may charge for any phase of a driver education program provided the phase(s) is not required for high school graduation, or credit awarded towards graduation. Fees ranged from $0 to $365.
