The Year In Review - 2000/2001 Wisconsin Driver Education Snapshots
The information presented is from data reported by school districts on there
respective Driver Education Program Applications (PI-1709) submitted
for Fiscal Year 2000/2001. Data presented is based on total number
of individual school programs, not strictly by school districts.
Wisconsin Has 379 total districts (inlcuding Milwaukee) that include
high schools. 91.5% of the eligible disticts offer driver education
to students.
Please Note: The remainder of this report does not include any
Milwaukee School District programs. Although Milwaukee is currently conducting
driver education, at the tim eof this report, they were in the
process of restructuring.
Milwaukee School District has 18 regular
schools with eight offering some phase of instruction. In addition, the Milwaukee
Recreation Department is conducting classroom and/or behind-the-wheel
instruction for interested students.
PROGRAM OFFERINGS:
346 districts offered driver education programs (358 programs).
- 32 districts did not offer any driver education (40 high schools).
- 42 districts offered driver education during the summer only (42 programs).
- 87 districts offered driver education during the school year only (91 programs).
- 217 districts offered driver education during both the summer and school year (225 programs).
PROGRAM PROVIDERS:
The vast majority of the 358 public high school programs are offered
through, and taught by actual teachers employed by the school
district. There are districts, however, that have opted to contract
for driver education services (equipment and/or instruction) through
a Cooperative Educational Service Agency (CESA) or a Wisconsin
Technical College (WTC). School districts in Wisconsin have the
authority to contract with a CESA or a WTC and maintain eligibility
for driver education categorical aids.
Based upon review of 2000-01 Program Data and how driver education is
offered:
- 309 programs offer instruction and street lab through teh high school (HS)
- 6 programs offer classroom instruction at the HS and the CESA is
either doing the in-car on-street BTW instruction.
- 26 programs contract with a CESA for both classroom and lab.
- 12 programs are conducted entirely through a Wisconsin Technical
College
- 3 programs offer driver education services through local school
district recreation departments.
- 2 programs offer classroom instruction through the HS and do not offer any BTW instruction
Note: Western Wisconsin Technical College was the only WTC that provided its own DPI-approved program.
WWTC did not contract with any school districts at all, in FY 2000-01.
However, SW Technical College, did contact with several school
districts, but did not have its own DPI-approved program.
CREDIT AWARDED FOR LOCAL H.S. GRADUATION:
- 161 programs offer no credit towards H.S. graduation for classroom phase
(of these programs, 101 are programs that run during both summer and school year;
- 30 are school-year-only programs; and 30 are summer only programs)
- 127 programs award 1/4 credit for classroom (79 are both summer and
school-year programs, 40 school-year-only programs; and 8 are summer-only)
- 67 programs award 1/2 credit for classroom (44 programs are both school
year & summer, 19 are school year only programs, and 4 are summer-only programs).
- 3 programs award 1/3 credit for classroom 1 is both school year &
summer, 2 are school year-only programs).
STATUS of INSTRUCTION (required or elective):
- 59 Programs require DE Classroom for local graduation (6 do not offer any
credit, 53 provide some credit).
- 12 indicated that laboratory instruction is also required as a
graduation requirement (1 of these programs awards no credit for
driver education classroom).
INSTRUCTOR SUMMARIES:
A total of 740 individuals instructed in Wisconsin DPI-approved
driver education program during the Fiscal 2000-01 Year.
- 696 were listed as public school district employees
- 27 were listed as Wiscosnin Technical College employees
- 29 were listed as Coopperative Educational Service Agency (CESA) employees
- 42 teach for more than one school district. (14 are listed as
employed by a combination of School Districts, CESAs or WTCs.
