The Year In Review - 1999/2000 Wisconsin Driver Education Snapshots

The information presented is from data reported by school districts on there respective Driver Education Program Applications (PI-1709) submitted for Fiscal Year 1999/2000. Data presented is based on total number of individual school programs, not strictly by school districts.

PROGRAM OFFERINGS: 351 districts offered driver education programs (378 programs). Wisconsin has 379 total districts that include high schools. 93% of all possible school districts offer driver education to students.
  • 28 districts did not offer any driver education (36 high schools).
  • 37 districts offered driver education during the summer only (37 programs).
  • 99 districts offered driver education during the school year only (116 programs).
  • 215 districts offered driver education during both the summer and school year (225 programs).

PROGRAM PROVIDERS:
The vast majority of the 378 public high school programs are offered through, and taught by actual teachers employed by the school district. There are districts, however, that have opted to contract for driver education services (equipment and/or instruction) through a Cooperative Educational Service Agency (CESA) or a Wisconsin Technical College (WTC). School districts in Wisconsin have the authority to contract with a CESA or a WTC and maintain eligibility for driver education categorical aids.

Based upon review of 1999/2000 Program Data and how driver education is offered:
  • 24 programs contract with a CESA for both classroom and lab.
  • 6 programs offer classroom instruction at the HS and the CESA is either doing, or helping, with the in-car on-street BTW instruction.
  • 6 programs are contracting through a Southwest Wisconsin Technical College (currently all 6 are conducted through contracting with SW Technical College).
  • 70 programs offer simulation.
  • 8 programs reported using multiple car range instruction.
  • 3 programs offer driver education services through local district recreation departments.
  • Western Wisconsin Technical College is offering a DPI-Approved Program of its own.

CREDIT AWARDED FOR LOCAL H.S. GRADUATION and DRIVER EDUCTAION REQUIRED AS A LOCAL GRADUATION REQUIREMENT

  • 158 programs do not offer credit towards local graduation for classroom phase (of these programs, 96 are programs that run during both summer and school year; 31 are school-year-only programs; and 31 are summer only programs)
  • 131 programs award 1/4 credit for classroom (85 are both summer and school-year programs, 41 school-year-only programs; and 5 are summer-only)
  • 87 programs award 1/2 credit for classroom (44 programs are both school year & summer, 42 are school year only programs, and 1 is summer only programs).
  • 2 programs award 1/3 credit for classroom (school year only programs).

GRADUATION INFORMATION

61 Programs require DE Classroom for local graduation, of these.....
  • 7 do not offer any credit
  • 54 provide some credit
  • 12 indicated that the in-car on-street (BTW) is also required as local H.S. graduation requirement (1 of these programs award no credit for driver education classroom).

INSTRUCTOR SUMMARIES

A total of 779 individuals instructed in Wisconsin DPI-approved driver education program during the Fiscal 1999-2000 Year.
  • 748 were listed as public school district employees
  • 13 were listed as Wiscosnin Technical College employees
  • 27 were listed as Coopperative Educational Service Agency (CESA) employees
  • 9 were listed as employed by a combination of School Districts, CESAs or WTCs. A total of 59 instructors teach for more than one school district.
