State Special Education Fiscal Information
- State Special Education Categorical Aid
There are 11 major areas of state aid to school districts, CCDEBs, and
CESAs which provide programs for special education children.
1. early childhood
2. other health impaired or orthopediacally
impaired
3. cognitively disabled
4. hearing impairment
5. visual disability
6. speech and language disability
7. emotional disturbance
8. learning disability
9. school age parents
10. homebound instruction
11. cross categorical
In addition, the state pays aid on the cost of special transportation, school
psychologists, school nurses, guidance counselors, social workers, physical
and occupational therapy, and special education directors. Classes for
the physically handicapped include treatment and therapy as well as academic
curriculum. A plan of service for each special education class must be
approved by the Division for Learning Support: Equity and Advocacy.
The authorization for handicapped aid is found in s. 115.88, Wis. Stats., and
the appropriation is listed under s 20.255(2)(b), Wis. Stats.
