Background Papers and Documents

The following are background papers and other supporting documents related to issues and programs that LITAC has been reviewing or will be reviewing in the near future.

Electronic Delivery (electronic_delivery_paper.pdf)	Draft May 2010 Update: Paper was developed and reviewed by the Library Information Technology Advisory Committee and the Delivery Services Advisory Committee. It provides background on types of electronic delivery of library materials, impact on resource sharing, software used, current participation, and outlines issues for future development.
Mobile Technology (mobile_technology.pdf)	Draft May 2010: This paper presents descriptions of some of the mobile devices in use today, statistics and examples on how they are being used in the consumer market, how libraries are adapting services for mobile users, and what challenges still need to be addressed. This paper does not address downloadable content, as much as adaptations libraries need to make in order to meet the needs of mobile users.
Technology Training (technology_training.pdf)	Draft May 2010: Paper outlines how to address the training needs of libraries and how those needs can be accomplished based upon a partnership of local public libraries, public library systems and the Division for Libraries, Technology, and Community Learning (DLTCL) and within other types of libraries.
Wisconsin Heritage Online (who_online_102009.pdf)	October 2009 Update: Paper provides background on WiLS development of the WHO project, outlines recent issues and problems, and recommends a transition of this program to DPI.
Shared Integrated Library Systems (shared_ils_062009.pdf)	June 2009 Update: Paper provides background on shared integrated library system development for public, academic, technical college and school libraries, and makes recommendations for future activities.
Downloadable Audio/Video (downloadable_av.pdf)	September 2008 Update: Paper provides background information on sources of downloadable audio and video materials, describes issues and challenges related to working with vendors and providing services, and outlines questions for library staff to consider. This update was published in Channel Weekly in two parts in the Autumn 2008 issue and the Winter/Spring 2009 issue.
BadgerLink (badgerlink1.doc) (badgerLink database access and branding)	September 2008 Update: Paper provides background on BadgerLink, discusses future needs, discusses issues, provides options and makes recommendations.
Virtual Reference (virtualreference_092008.pdf)	September 2008 Update: Paper provides background information on the operation of the virtual reference service, provides statistics, lists participants, describes the school library trial, and makes recommendations for the future funding and operation.
Information Literacy: Wisconsin's 21st Century Libraries (infoliteracy_102008.pdf)	September 2008 Update: Paper provides background information on national and Wisconsin literacy planning efforts, documents, and standards development and makes recommendation on ongoing issues, activities and actions
Wisconsin Digital Archives (digitalarchive_review_052008.pdf)	September 2008 Update: Paper provides background information on Wisconsin's collaborative effort and software utilized, and makes recommendations on ongoing activities.
Wisconsin Statewide Library Access (statewide_librarycard_sdrevisions.pdf) (statewide_librarycard_meeting_summaries_200809.pdf)	September 2008 Update: These papers provide for a beginning planning effort for a potential statewide library access program, providing background from other states, outlining automation issues, and summarizing discussions.
Interlibrary Loan (illpaper.html) (2007_litac_rsp.xls)	October 2007 Update Paper provides information on the current status of interloan in Wisconsin, issues which need to be discussed, and options.
Electronic Collections (electroniccoll.doc)	January 2005 Update: Paper reviews issues related to ebooks, digitization, and electronic document distribution.
