Information provided below is based on B.2. of the CSV Interface Specifications (beginning with Version 2.0). "NO", "COND", and "YES" in the CSV Interface Specifications correspond to "M", "C", and "O" in the XML Interface Specifications.
- Fields labeled "NO" in the NULLABLE UPLOAD column are required for file upload.
- Fields labeled "COND" in the NULLABLE UPLOAD column are conditionally required for file upload. For example, DISTRICT_RES must be uploaded (not null) if REASON_OOD is uploaded (not null) because a null value for DISTRICT_RES in that situation is illogical. This label was added in Version 2.0 of the Interface Specifications.
- Fields labeled "YES" in the NULLABLE UPLOAD column are generally required for at least some records before locking but submitting a null value will not cause file (upload) failure. Very few fields are not required in any records before locking; examples include:
- the field specifically named "OPTIONAL" (towards the end of the layout) and
- certain fields that will eventually be required but that we are not collecting now.
This latter group of fields are labeled "YES" in the NULLABLE LOCK column.
