Delegated Authority Application Question and Answer
- What is the Delegated Authority application?
- The delegated authority application is used to limit access to the Wisconsin Student Locator System (WSLS) and the Individual Student Enrollment System (ISES) applications. Under state and federal privacy laws, local school boards authorize staff access to student data on a need-to-know basis as the work of the staff member requires. - How do I determine what rights an individual should be assigned in the WSLS and/or ISES application(s)?
- Go to the website(s) http://dpi.wi.gov/lbstat/wsnauth.html or http://dpi.wi.gov/lbstat/isesauth.html to see what the functions of each role are in order to help you determine what rights the individual should be granted.
- I am a district administrator for a district. Why do I need rights assigned in the Delegated Authority Application?
- The reason why you need to be assigned district administrator rights is because the district administrator is the only individual who can assign local administrator rights for your district.
- What step(s) do I need to complete to be granted district administrator rights in the Delegated Authority application after creating a Wisconsin Access Management System (WAMS) ID?
- After you have a WAMS ID, you will need to send an email from your email account to dpistats@dpi.wi.gov. In the subject line, type District Administrator rights for (name of school district). In the message area, include your WAMS ID.
- How can I be granted rights in the Delegated Authority application when I have not used my WAMS ID in 26 months?
- You will need to create a new WAMS ID as your account has been archived. For specific instructions on how to create a WAMS ID go to http://dpi.wi.gov/lbstat/del_creation.html. DO NOT USE your previous WAMS ID as the system will not recognize your new account.
- I had a WAMS ID from a previous district. How do I get district administrator rights granted for the new district?
- Update your WAMS information either through Profile Management or Help Wisconsin Support which are located on the WAMS home page https://on.wisconsin.gov/WAMS/home. Once you have your WAMS ID you will need to send an email from your email account at the new district to dpistats@dpi.wi.gov. In the subject line type District Administrator rights for (name of school district). The message area should include your WAMS ID.
- How will I be notified when I have been granted district administrator rights?
- After you have been granted district administrator rights, you will receive a reply email to your original email stating who we show as the local administrator and assistant local administrator (if applicable) for your district in the Delegated Authority Application. The email will include instruction on updating the local administrator.
- Why do I need to assign a local administrator in the Delegated Authority Application?
- This individual assigns rights for the assistant local administrator and rights for individuals to work in the Wisconsin Student Locator Number System (WSLS) and the Individual Student Enrollment System (ISES).
- Who determines the local administrator in the Delegated Authority Application?
- The district administrator and /or the school board for each district will determine the individual who will be assigned that right.
- What are the duties of a local administrator?
- The local administrator is the individual who assigns rights for the assistant local administrator and rights for individuals to work in the Wisconsin Student Locator System (WSLS), the Individual Student Enrollment System (ISES) or possibly both applications.
- How does the district administrator assign the Local Administrator role in the Delegated Authority Application?

- If the local administrator is no longer working, the assistant local administrator for your district can assign rights to other individuals in your district in order to work in the WSLS and ISES applications.
- Do I need to assign an assistant local administrator?
- It is highly recommended that your district have an assistant local administrator, but the final decision is the district administrator's.
