District Individual Student Enrollment System (ISES) Status 6/29/05.Attachment to Email/Letter Sent by the Deputy State Superintendent6/29/2005 (Attachment content varied slightly depending on individual district status.) Consistent with notices sent to all districts beginning in the fall of 2003, the Individual Student Enrollment System (ISES) has replaced the 2004-05 PI-1290 Enrollment collection and portions of the 2003-04 School Performance Report collection (dropout and high school graduation rates). ISES had a submission deadline of April 29, 2005. Since this collection is not yet complete, 2004-05 enrollment data and 2003-04 dropout and graduation rates are not yet available. It is imperative that we finish the current year ISES collection. Please complete your initial submission of ISES data as soon as possible but no later than July 18. State-wide validations are scheduled to be run between July 18 and 25 and cannot be run until all districts have ISES data. Top local priority between now and July 18 should be given to making sure (Wisconsin Student Locator System) WSLS is current for all your schools at least through the 3rd Friday of September 2004 and to making sure your ISES data associated with these WSLS records are complete and reflect reality. Since WSLS is the starting point for ISES, accurate, complete WSLS data will significantly improve the quality of your ISES data. ISES Exit Types are also critical because they are used to capture graduates, transfers, and dropouts. Other key ISES data include Grade Level and Primary Disability. Between July 25 and August 8, your district will have an opportunity to review and revise your data on-line. If your district did not submit ISES data by July 18, then substantial local effort may be required to review and revise DPI-created district data to ensure they reflect reality and to fill data gaps. Completion of the review and revision process by August 8 is important because otherwise, for example, your graduation rates may be 0%, dropout rates may be high, and enrollment counts may be too high or too low. Discipline/other rates may be wrong because they use enrollment as the denominator. On August 8, the current ISES collection will be closed, and your district's data will be considered final. These data will be publicly reported whether or not your district chooses to submit data or participate in the review and revision process. Districts will not be able to go back to correct 2003-04 dropout and high school completion rates and 2004-05 enrollment data after August 8. DPI will include disclaimers on public reports for any district that didn't complete the ISES submission process. ISES data will be used for preliminary accountability determinations under No Child Left Behind. Grant allocations may be affected. We urge you to complete the ISES submission process within the timelines described in this letter. Please note that the spring/summer timeline applies only to this initial ISES transition year. The initial ISES collection will close on August 8, and ISES will reopen later in August for submittal of 2004-05 attendance, retention, dropouts, high school completion rates and in September for submittal of 2005-06 enrollment records. Focus will need to shift quickly to submitting updated ISES data for the new collection year. The further behind your district is with WSLS/ISES the harder it will be to catch up. WSLS and ISES are expected to have growing importance as the state's key data collection tools. WSLS and ISES will be used to generate WSAS labels for testing in fall 2005. Without labels districts will need to hand code student data on test books in October/November and double reporting may be required. Thanks you for your attention to this time-sensitive matter.
