Migrant Status
Data Collection and Reporting

2005-06 and Beyond

Migrant Status is an indication of whether a student is a migrant student. A "migrant student" is defined as a student who is, or whose parent/guardian is, a migratory fisher, dairy worker, or agricultural worker, AND who in the preceding 36 months has moved from one school district to another in order for the worker to obtain temporary or seasonal employment in agricultural or fishing work. A Certificate of Eligibility (COE) must be on file in the district verifying the student's eligibility. To confirm migrant status, contact the Wisconsin Migrant Education Program staff at 608-266-0925.

See the federal definition of "migratory child" as contained in the No Child Left Behind Act of 2001 Title I sec.1309 (2) for a more complete version of this definition.

CHANGES: Migrant Status is required for ISES Count Date records beginning in 2005-06 (WSAS tested grades only). Migrant Status is required for all ISES Count Date records (all grades) beginning in 2006-07 and in all ISES Year End records beginning in 2007-08.

Migrant Status Code Description/Comments
Migrant Student Y The student meets the above definition regardless of local school funding sources.
Not a Migrant Student N The student does NOT meet the above definition of a "migrant student".
Data Not Required X Valid only for Parentally Placed Private students.

USES: This data element is used for disaggregated reporting of statewide assessment data, dropouts, and high school completers as required by the US Department of Education. Migrant Status is included in Pre-ID files for the WSAS and the DPI-approved English language proficiency test (i.e., ACCESS for ELLs).

ANSWERS TO QUESTIONS ABOUT MIGRANT STATUS

  1. If this field is null in ISES, then ISES inserts an 'N.'
  2. Migrant Status is determined as of a specific date. For ISES count date records, that date is the count date. For ISES year end records, that date is the exit date from the school or the end of the school term whichever occurs first. Codes provided should be based on the most accurate information available about the student's status on that date.
  3. Questions about Migrant Status not addressed on this Web page should be referred to Wisconsin Migrant Education Program staff.
