2003-04 Summer Dropout Collection
Until 2003-04, collection of dropouts in grades 7 through 12 was part of the aggregate Wisconsin School Performance Report (WI SPR) collection. Data about students dropping out during the 2003-04 school year and beyond are now captured in the Individual Student Enrollment System (ISES). However, some students not submitted as 2002-03 dropouts as part of the WI SPR collection may have exited at the end of the spring semester of 2002-03 and discontinued schooling without completing high school. This group of students, sometimes called "summer dropouts," will not be captured by ISES because they were not enrolled at any time during 2003-04.
For 2003-04 dropout collection purposes only, previously unreported summer dropout data will be collected from affected districts by CSV file upload. Do not submit summer dropout data for
- Students enrolled at any time during 2003-04 through the 3rd Friday of Sept 2004,
(Explanation: These students are included in ISES.)
- Students counted as dropouts as part of the 2002-03 WI SPR Collection, or
(Explanation: These students were already reported as dropouts.)
- Students below grade 7.
(Explanation: There is no public reporting requirement below grade 7.)
If your district has no summer dropouts to report then your district has no file to submit.

Districts can submit aggregated counts or student level records. If student level records are submitted then COUNT_OF_STUDENTS would be 1. You do not need to submit records for student groups or schools if the number of summer dropouts in the school or student group is zero. For this collection purpose only do not include students who would have been in grade 6 or a lower grade for 2003-04. |
It is anticipated that districts will submit one CSV file that includes 2003-04 summer dropout data for all schools in the district. This should occur during before August 1, 2005. Please check your data carefully before uploading your file. If your district is unsure about whether a suspected summer dropout has continued schooling in another district, then your district may wish to use the Individual Student Search screens in WSLS to verify this. A disaggregated report will be provided as part of the Summer Dropout Collection Web Application. District staff can use this report to identify possible data errors. Corrected files uploaded prior to ISES lock down will replace previously submitted files.
The 2003-04 summer dropout collection is a one time only collection. Beginning in fall 2005, the required summer dropout data will be captured in ISES.
ANSWERS TO QUESTIONS ABOUT 2003-04 SUMMER DROPOUTS
- Because we are not collecting District of Residence or Reason Out of District in this file as we do in ISES, we are asking that you submit data for all summer dropouts for whom your district is accountable (FAPE/IEP students included) even if some of these students are more directly receiving their primary educational services from another district (rare). This conflicts with direction provided for WSLS and ISES and applies only for the purposes of this 2003-04 summer dropout file, but we thought this would make the summer dropout file creation process easier locally.
- We ask that WSLS/ISES Administrators and WI SPR Coordinators work together to determine whether summer dropouts need to be reported for your district. Data can be provided as aggregated counts as in past WI SPR data collections. No WSNs are required. As in past SPR collections, we are looking for the number of dropouts by grade level, race/ethnicity, gender, and primary disability who were not re-enrolled by the third Friday of September (9/17/2004). Two data elements have been added: English language proficiency code and economically disadvantaged status. The 2003-04 Summer Dropout Collection is accessed using the WI SPR 2005 Password, rather than the Wisconsin Access Management System passwords used for the WSLS and the ISES.
- If you have only a few students to report, you could use Notepad software to building the file that needs to be submitted. Example of what the information would look like:

Save the file as sumdrop2004.csv . See the summer dropout file layout for field descriptions and valid codes. The fields are district, school, year, race, gender, grade, economically disadvantaged status, primary disability, English language proficiency code, count of students.
