Enhancing Education through Technology (EETT) in Wisconsin:

The primary goal of the Enhancing Education Through Technology (EETT) program is to improve student academic achievement through the use of technology in elementary and secondary schools. It is also designed to assist every student, regardless of race, ethnicity, income, geographical location, or disability, to become technologically literate by the end of eighth grade, and to encourage the effective integration of technology resources and systems through professional development and curriculum development to promote research-based instructional methods that can be widely replicated.

Under the EETT program, the U.S. Department of Education provides grants to state educational agencies (SEAs) on the basis of their proportionate share of funding under Part A of Title I. States may retain up to 5 percent of their allocations for state-level activities. Wisconsin distributes one-half of the remainder by formula to eligible local educational agencies (LEAs) and the other one-half competitively to eligible local entities.

The Wisconsin program provides formula grants and competitive grants. This program is directed toward districts with the highest percentages of children from families with incomes below the poverty line. Therefore some Wisconsin districts will get no formula dollars and most will get amounts under $5,000. The competitive funds are also restricted to "high need" districts and less than half of Wisconsin's districts will meet that criteria. Others will be required to work in consortia with "high need" districts to be able to access the funds. Finally, the requirements from the US Department of Education include a minimum of 25 percent of funds used for professional development. This is true of both formula and competitive dollars.

American Recovery and Reinvestment Act (ARRA) funding for Enhancing Education through Technology:

As a part of the recovery act, $650 million dollars was allocated to the EETT program. Of this funding, approximately $9.1 million is allocated to Wisconsin. The funding will be distributed using the rules and guidance of the EETT program. Therefore, 50 percent of the funding will be distributed via a formula allocation to school districts using the ESEA Consolidated Application. The other 50% is being distributed with a competitive process. Applications for the competitive process were due on October 16, 2009.
